2020.11.16 00:15 down42roads 2021 Offseason Preview Part 6: The Full Mock Offseason

So, for anyone new, I do this every season during the bye week (or close to it). Its just a look ahead at next spring, laying out possible scenarios and looking at different courses of action. Its not meant to be predictive, just informative (although I do occasionally nail a call). Even later when I do "predictions", its more about looking at the structure of things to come and provide a flowpath that puts all the data points into one big picture.
This is a multi Part series.

Part 6: A full Mock Offseason.
So, let's walk through a potential whole offseason, from the end of the season up through the draft.
This is not by any means predictive, or even what I think we should do. This is just a potential course of action to piece the whole series together, and have a little fun in the process.

Part 1: Coaches

I don't expect any major overhauls here. Maybe a couple position coach swaps, but I expect that McCarthy will be retained, Moore will remain unless he gets a HC job, and Nolan is retained after the defense continues to gel.
But that's boring. I don't get to do anything if that happens.
So, we blow it up.
Players lose faith in the system and get in Jerry's ear, and Mike and Mike get shown the door and door. Kellen Moore leaves to become the new head coach at Boise State, replacing Bryan Harsin, who moves to Texas.
After two straight seasons where players lost faith in coaches, Jerry picks a coach he knows can keep his players in line, because he has done it before.
Matt Eberflus is hired as the tenth head coach of the Dallas Cowboys.
Now, to build a staff.
To run the offense, he'll bring in Klint Kubiak, currently the QB coach of the Minnesota Vikings. To go with the Kubiak/Shanahan offensive scheme, we'll add a familiar face in former Kubiak/Shanahan offensive lineman and coach and former Dallas offensive line coach Frank Pollack, and hire Greg Knapp from Atlanta to coach QBs.
On defense, we're going to hire Pittsburgh defensive backs coach Tom Bradley to coordinate. Assisting him will be Jim Mora, Jr coaching the defensive backs, Toledo DC Craig Kuligowski coaching the defensive line, and the newly retired Sean Lee coaching our linebackers.
Assuming the Bears clean house, we'll add their ST coordinator Chris Tabor as our new ST coordinator.

Salary Cap Moves

So, assuming the cap floor of $175M is what we end up with, we have some work to do. We have $27,670,647 to start.
We are releasing Maurice Canady ($1,071,250), Darian Thompson ($1,200,000), and Chris Jones ($2,000,000).
In addition, we get an offer we can't refuse, and trade Amari Cooper to the New York Jets for their 2nd (33rd overall) and their 5th round picks, generating another $14,000,000 in cap space.
Finally, Jerry and Stephen roll the dice on the cap rebounding next year and restructure the contracts for Zack Martin and La'el Collins. These moves generate $7,443,750 and $5,670,000, respectively.
These moves combine to generate $31,385,000 in space, bringing our total to $59,055,647 in cap space.

Bringing Back Our Guys

First thing we need to do is get Dak locked up. He gets a 5 year, $207 million contract with $139M guaranteed. In addition, but deferring a signficant portion of his signing bonus into a 2022 option bonus, we keep his cap hit for 2021 at $9M.
Next, we offer Atwuan Woods a second-round RFA tender. This will pay him about $2.5M, but the actual number won't be available until the salary cap is determined.
After that, we offer league minimum one year deals to our ERFAs: Greg Senat, Steven Parker, Francis Bernard, Hunter Niswander, Cedric Wilson, Mitch Hyatt.
Next, we bring back Xavier Woods on a 2 year, $7M deal to see if he can take the next step towards being a star. This is a $3M cap hit in 2021.
Chido Awuzie is coming back on a 3 year, $19M deal, very similar to the one we signed Brown to last year. His cap hit is $4,166,667 in 2021.
LP is back on a one year, $1M deal.
We bring back Blake Bell on a one year, $1.5M deal with NLTBE incentives that could take it up to $2.5M.
Justin March and CJ Goodwin are both back on one year, $1M deals.
With Sean Lee's retirement, that means we are letting Tyrone Crawford, Noah Brown, Eli Ankou, Garrett Gilbert, Aldon Smith, Jourdan Lewis, Joe Thomas, Aldon Smith, Andy Dalton, Cam Erving and Joe Looney hit the market.
We spent a total of $23,166,167 in cap space retaining our players, leaving us with $35,888,889 available.

Free Agency

Who's ready to spend a reasonable amount of money?
I'm a fan of new coaches bringing in guys they know, so our first signing is going to be former Pittsburgh Steeler and Tennessee Volunteer DB Cam Sutton. He's a really versatile guy who can play just about any role in the secondary. He'll get a four year, $20M contract with a $2.75M cap hit.
Our defensive line needs an anchor. We have some guys that look good as penetrators, but after Dontari Poe proved to be a wholly movable object, we need a fat boy in the middle that can take double teams and stand his ground. For that, we bring in DaQuan Jones from the Titans. He gets a 4 year, $30M contract with a $4.25M cap hit.
As a pure safety, we can bring in Falcons safety Keanu Neal on a two year, $13M contract with a cap hit of $5.5M.
On the offensive line, we are going to sign Forrest Lamp to a one year prove it deal, worth $1M. This is a guy who drew comparisons to Zack Martin or Brandon Scherff coming out, but has been completely derailed by injuries. If he stays healthy, he'd be a 3-4 position backup.

So, for anyone new, I do this every season during the bye week (or close to it). Its just a look ahead at next spring, laying out possible scenarios and looking at different courses of action. Retaining Our Own Guys

ERFA: Greg Senat, Steven Parker, Francis Bernard, Hunter Niswander, Cedric Wilson, Mitch Hyatt
I'm a simple guy: I see ERFAs, I offer them league minimum unless they are complete and total garbage people. These are non-guaranteed deals that are almost certain not to count to the top 51 cap rule.
All six of these guys are getting those offers to come back to camp.
RFA: Malik Turner, Antwaun Woods
Anybody wanna guess how many offensive snaps Malik Turner has played this year?
Two. He played two snaps in the Cleveland game.
The original round tender for 2020 was $2,133,000. Assuming its even remotely the same next year, I can't get onboard with paying two million bucks to see if anybody wants to outbid us for a non-core special teams guy.
Now, Woods is a different story. He's absolutely getting a tender. He was a UDFA, so the original round tender wouldn't gain us any compensation, but it would get us a chance to match. However, I could see him playing himself up to a second round tender (~$3.2M)

This is where it gets interesting.
I'm just going to go down the list one by one and figure out what level of priority they are.
Noah Brown: Brown is an athletic freak, but he never really developed as a WR. He's having a career year right now with 9 catches for 95 yards. He's a killer blocker and a good special teams guy. If he's fine being our special teams guy on a budget, I'd love to have him back, but he's a guy that can be replaced by a 7th round draft pick.
Xavier Woods: Woods has played every snap this season. Every single defensive snap. On top of that, he's played almost two dozen special teams snaps. Dude has given 100% this year. Look, he's not a star, but he's a solid player that is incredibly versatile. He's the kind of guy we need on defense, even if he's not The Starter. He's a priority to retain as long as the money isn't out of control.
Eli Ankou Who? This is the guy we traded for a 7th rounder last week. He played some. As far as I can tell, he's literally just a guy, and unless he wants to come to camp for league minimum, he can go find three new teams for next season.
Garrett Gilbert If he plays enough that he's worth making a priority to bring back, he won't make financial sense. Even then, I'd rather focus on youth at QB2.
Jourdan Lewis I had such high hopes. I'm not sure if its an injury he's playing through or someone else's injury forcing him into a role he isn't suited for, but he's just not getting it done this year. Unless he's back on a complete prove-it deal, I wish him luck in his future endeavors.
Justin March and CJ Goodwin: I'm pairing them together because they are the same thing: special teams dudes who technically have a defensive position. They have combined for 1 defensive snap this year, after injuries forced them to play 65 combined snaps last year. They are welcome to continue making a million bucks a pop for as long as they like, but if they want to be paid like defenders, they can do it elsewhere.
Joe Thomas: Everyone seemed to love how he was playing earlier, but in reality, he was just sucking in less obvious ways than other LBs. He wasn't missing tackles and blowing angles, he was just generally being not fast enough, not strong enough, not quick enough to the hole. Joe was a great depth piece to have, but he's pretty replaceable at this point.
Chidobe Awuzie: He's back off IR, so we'll get to see more of him to make a decision. I think he's a solid CB2 in this league, so I'd like to see him brought back on a safe contract for the team.
LP Ladouceur I'll say the same thing I say every year: one year deals until he no longer wants them.
Blake Bell My irrational love of the Belldozer dates back to his time at Oklahoma. As long as he's here at a low price tag, let him come back and compete for a roster spot.
Aldon Smith: For his sake, I would love nothing more than for Smith to play himself out of our budget. I'll welcome him back if the price is right, but I want nothing more than for it not to work out for us.
Joe Looney: He is quite possibly the most valuable backup we've had on our roster the last few years, and that's the only way he'll be able to stay with us. If he wants a shot at a starting job, or at starting money, he'll have to go elsewhere.
Cam Erving: Week 1, we rolled out a UDFA over Erving, and by all accounts, that UDFA was the second choice after Knight. Erving was our third choice at backup tackle this year, and that's all I need to say about that.
Sean Lee: I love the guy. I really do. He's been phenomenal. I want nothing more than for him to swap his cleats for a visor and start his coaching career. If he wants to play again, I'm not sure how I could let him go somewhere else, so we'd have to try and find a deal that works financially.
Tyrone Crawford: He just never fully recovered from all his nagging injuries. I wish him nothing but success in whatever he does next.
Andy Dalton: There is a quote from long-time assistant coach Tom Moore that applies here. "Fellas, if '18' goes down, we're fucked. And we don't practice fucked." As we've seen this year, this offense only goes as far as Dak takes it. With that understanding, I can't justify paying for a backup again.
And then there is Dak. We're gonna pay the man. Its about three tiers of priority above anything else. That's all I have to say about that.

Outside Free Agents

I'm going to address every position where we have a need here, even QB. Its just informational. For each position, I will present a player at the top of the market, a player that can be a solid contributor, and a reclamation project (which may or may not just mean a draft crush that busted), regardless of our level of need at that position.

Glossary

So, quick refresher on terms:
An unrestricted free agent (UFA) is a player that has an expiring contract and has at least four accrued seasons in the league. They are "unrestricted" in that, absent the use of the franchise or transition tag, their old team has no control over them.
A restricted free agent (RFA) is a player with an expiring contract that has three accrued seasons in the NFL. Their team has the ability to place a RFA tender on them. That tender allows players to negotiate with new teams, but the old team has the opportunity to match any negotiated contract. More information here.
An exclusive rights free agent (ERFA) is a player with an expiring contract and less than three accrued seasons in the league. If a team offers their ERFA a one year, league minimum contract, the ERFA may not negotiate with any other teams.

Team Needs

So, before we resign any pending free agents, what do we need? Where are our weaknesses? What do we need to address?
Everyone has their own way of tiering and ranking needs, but I'm gonna keep it simple and go with three tiers:
Tier 3: We just need somebodies. We aren't looking for a guy to play 60%, or even 30%, of snaps, but we need a WR5 or LB6 or something like that. Ideally, we won't see this guy on the field unless a kicker is out there, and they may not even be active on Sundays.
Tier 2: This is either for a key backup/rotational spot we don't have, or for a middling starter that we could stand to upgrade.
Tier 1: Holy Fuck. If we don't get a dude out here immediately, we aren't winning games. This is for when we just don't have a starting quality body
And then, I guess, we could count "no need" as a tier, but that's nitpicking.
So, let's go down the list:
QB: Tier 1. Bendy Nucci is not a starting QB. He may be a capable backup, but he's not capable of being the dude right now. Obviously, this would be resolved by resigning Dak.
RB: No need. That's not to say we couldn't potentially upgrade Pollard or Dowdle if the chance arose, but if we rolled into next season with these three guys, we'd have no issue.
FB: No need. Olawale is coming back, but honestly, its not like we're even using one right now.
WR: Tier 2/3. We need at least one more body capable of taking offensive snaps on a somewhat regular basis.
TE: Tier 3. Schultz has shown up big time since Jarwin got hurt, and the two of them have the makings of being on of the better tandems in the league. McKeon hasn't done enough to be secure in his roster spot yet, and obviously, we need another body if they want to carry more than three next year.
OT: This one is the most complicated. It can be anywhere from a 1 to a 3 depending on what you believe. If you think that we can't trust Tyron's health and need someone capable of starting most of the season and into the future, its a 1. If you think that Brandon Knight is capable of being that long-term starter, or if you think that he hasn't shown enough to be our swing tackle behind a healthy Collins and Smith, its a 2. If you have supreme confidence in those three guys, its a 3. Personally, I'm more in the 1/2 camp.
Interior Oline Tier 3. We have what appear to be four starting quality interior lineman, and a couple of them have some real position flexibility. We just need a backup backup.
DT: Tier 2. Gallimore and Hill are an ascending pair of players, and Hamilton has flashed some as well. We need at least one more guy capable of playing 30-40% of snaps, and maybe one more guy behind them.
DE: Tier 2. Tank is awesome, and Gregory looks to be in form. However, Armstrong is forgettable and Anae hasn't had the chance to prove his value. We should be looking for either a 3rd pass rusher or a stout base end to balance Gregory.
LB: Tier 1. Unless Jaylon can right the ship, we need someone that can at least take him off the field in obvious passing downs, if not just push him into a sub package role.
CB: Tier 1. We don't have a third starter. Canady is decent enough in a backup/ST role, but we need someone to pair with Brown and Diggs.
S: Tier 1. None of those three guys are definite starting locks.
ST: Tier 1. We don't have a long snapper under contract.
